县域特色产业崛起中的“官场+市场”互动——以洛川苹果产业为例

Interaction between Governments and Firms from the Rise of County Regional Characteristic Industry--Case Study of the Apple Industry in Luochuan City Shanxi Province

地方政府对经济发展的作用是解读"中国奇迹"的一个重要视角,但对于其中的实施和运行细节目前还鲜有讨论。本文从洛川苹果产业崛起的案例研究出发,基于"官场+市场"理论,分析了在官场竞争和市场竞争双重作用之下,地方政府与市场主体、准市场主体之间有效推动特色产业崛起的多元互动机制及其对区域经济的影响。研究表明,对于产业基础薄弱的地区,地方政府在这种互动机制下,通过与市场及社会多元主体的密切合作优势互补,引导体制内的行政力量、人力资源、声誉资本和政策信息等稀缺要素注入到特色产业发展中,提升当地特色产业的市场竞争力,是实现经济赶超的一条可行路径。本文为理解地方政府在经济发展中的独特角色提供了案例支持,也为提高地方政府产业政策制定与实施的有效性提出了政策建议。

The role of China’s local governments in economic development has appealed to economists’discussion for years long time.Economic functions of local governments provide an important perspective for interpreting and understanding the"China Economic Growth Miracle".However details are rarely discussed in existing research.Aiming at revealing"How can local governments lead industrial policy to success?"this paper displays a case study of the rise of apple industry in Luochuan Shaanxi Province to answer this question.Based on"Bureaucratic&Economic Markets"Theory put forward by Prof.Zhou Li-an,writers analyze the multiple interaction mechanism between local government,market and quasi-market subject in work of cultivating and developing local characteristic industry.This study shows that under the multiple action mechanism discussed above local governments are able to invest administrative power,human capital,reputation,financial fund and policy instruments which are both important and urgently necessary in local characteristic industry.Those types of government investment play a key role in the rise of local characteristic industry,especially in less developed regions.Government resource make catch-up growth path possible and build up market competitiveness for local characteristic industry.This paper provides case support for understanding the unique role of local government in China’s economic development in the past forty years.Moreover,it puts forward policy suggestions for improving the effectiveness of local government’s industrial policy during formulation and implementation processes.
