基于市场逻辑视角看我国政府与民办幼儿园的关系

On the Relationship Between Government and Private Kindergartens from the Perspective of Market Logic

新中国成立后,在计划经济体制时期、社会主义市场经济体制探索建设时期和社会主义市场经济体制稳健发展时期,我国政府与民办幼儿园的关系呈现不同的特点.基于市场逻辑视角对政府与民办幼儿园关系的演变进行分析发现,学前教育是重要的社会公益事业,而市场机制则存在一定的副作用.因此,要构建政府与民办幼儿园关系的新格局,应当划清双方边界,跳脱"非此即彼"的二元思维;加强协调沟通,建设服务型政府,促进双方良性互动;洞悉市场规律,善用市场逻辑,妥善处理双方关系.

After the founding of new China,the relationship between government and private kindergartens has different features during the period of planned economy,the period of exploration and construction of the socialist market economy,and the period of steady development of socialist market economy.Analysis of the changes in the relationship between government and private kindergartens from the perspective of market logic reveals that preschool education is an important social welfare under-taking,but the market mechanism has some side efforts.Therefore,in order to build a new pattern for private kindergarten and government relationship,it is important to draw a clear boundary between two sides and jump out of the binary thinking of“either one or the other”;It is also important to strengthen coordination and communication and promote sound interaction between two sides;Rules of market should be understood and market logic should be made good use of to properly handle the relationship between two sides.
