新一轮草原生态补奖政策下牧户满意度影响因素的实证研究——基于内蒙古中部草原地区比较分析

An empirical study on the influencing factors of pastoral satisfaction under the new round of grassland ecological reward policy——Comparative analysis based on the grassland areas in central Inner Mongolia

"十三五"期间国家实施新一轮草原生态补奖政策,深入贯彻了五个发展理念,以促进草原生态经济的快速发展。本研究从牧户视角出发,构建牧户满意度影响因素分析框架,选取内蒙古中部东乌旗、镶黄旗和四子王旗三个草原地区的280个样本数据,采用多元有序Logistic模型方法,分析新一轮草原补奖政策下不同地区牧户满意度影响因素的差异性。结果表明:内蒙古中部三个草原地区新一轮草原补奖政策满意度的影响因素存在差异性,东乌旗显著性因素有性别、年龄、教育、羊存栏量、畜牧业收入以及补贴收入;镶黄旗显著性因素有性别、家庭人数、羊存栏数、畜牧业收入、家庭支出和补贴收入;四子王旗显著性因素包括家庭人数、羊存栏数量、畜牧收入、补贴收入。针对不同地区牧户满意度的差异,笔者提出实行差异化补贴政策、拓宽牧民销售渠道和加强政府监管力度等政策建议,从而实现生态效应与经济效应共赢局面。

During the 13 th Five-Year Plan period,the state implemented a new round of grassland ecological supplement policy,and thoroughly implemented five development concepts,which promoted the rapid development of grassland ecological economy.From the perspective of the herdsmen,an analysis framework for the factors affecting the satisfaction of herdsmen was constructed in this paper,280 sample data were selected from the three grassland areas of East Ujimqin Banner,Bordered Yellow Banner and Siziwang Banner in central Inner Mongolia,and the differences in influencing factors of herdsman’s satisfaction degree in different regions under the new round of grassland awards policy was analyzed by using the method of multiple Logistic model.The results showed that there were differences in the factors affecting the satisfaction degree of the new round grassland compensation policy in the three grassland areas of central Inner Mongolia.The significant indicators of East Ujimqin Banner include gender,age,education,the number of sheep stocks,animal husbandry income and grass storage.The significant indicators of inlaid Bordered Yellow Banner include gender,family size,sheep inventory,animal husbandry income,household expenditure,grass storage balance banned grazing subsidy income.The significant factors of Siziwang Banner include family size,sheep inventory,animal husbandry income and subsidy income.In response to the differences in policy satisfaction among the herdsmen in different regions,we propose policy recommendations such as implementing differentiated subsidy policies,broadening the sales channels for pastoralists,and strengthening government supervision,so as to achieve a win situation between ecological effects and economic effects.
