江汉平原农村生活垃圾收集处置措施对策分析

Countermeasure analysis on collecting and disposing of rural domestic garbage in Jianghan Plain

本文主要探讨了目前我国农村生活垃圾相关政策形势,指出了江汉平原农村生活垃圾收集与处置所存在的问题,并对问题成因进行分析。有针对性地提出了三点措施对策:首先是加强机制体制建设,加大垃圾分类收集约束力;其次是完善基础设施建设,提高收集处置硬件水平;最后是通过加大宣传教育力度,强化村民垃圾分类收集意识。本文还提出措施实施过程中需要重点关注和解决的问题:地方政府落实责任主体的法律问题;垃圾收集与处置模式的选择问题;终端处置方式选择问题;村民垃圾分类与处置收费问题。

This paper mainly discussed the current policy situation of rural domestic garbage in China,pointed out the problems in the collection and disposal of rural domestic garbage in Jianghan Plain,and analyzed the problems and contributing factors. The following three measures were proposed: the first is to strengthen the institutional construction and increase the constraining force of garbage collection;the second is to improve the infrastructure construction;and finally is to strengthen the publicity and education to reinforce the awareness of garbage collection. This paper also proposed some important issues that should be pay attention and should be solved:the local government should implement the legal issues of the responsible subject;the mode of garbage collection and disposal;the method of garbage disposal;the problem of village garbage sorting and disposal charges.
