“问题”疫苗引发的医学伦理问题及对策探讨

Medical Ethical Problem Caused by“Defective Vaccine”and Countermeasures

近年来“问题”疫苗事件在国内时有发生,对个人、家庭、社会产生了恶劣影响。“问题”疫苗未能发挥保护健康的作用,对受种者的身心健康造成了损害,这违背了医学伦理原则。儿童作为最大的受种群体,问题疫苗对其生长发育产生了极大危害,加之缺乏完善的赔偿制度,患儿的生存发展权利无法得到保障。剖析深层原因,疫苗从业者追求非法市场利益是表象,缺乏对生命健康的责任意识是根本。应将医学伦理精神融入疫苗企业及个人的职业道德建设,培养其关爱生命,尊重生命的意识;加强公众防疫教育,提高维权意识;尽快完善疫苗事故赔偿制度;建立有权、有责、有作为的疫苗管理部门,并加大调查力度,才能为个人健康、家庭和谐幸福、社会公平稳定做出保障。

In recent years,“defective vaccine”incidents have frequently occurred in China,which have had a bad impact on individuals,families and society.The“defective vaccine”failed to play a role in protecting the health,causing damage to the recipient’s physical and mental health,which seriously violated medical ethical principles.Children,as the largest recipient group,suffered great harm from the problematic vaccine to their growth and development.In addition,due to the lack of a sound compensation system,children’s right to survival and development can not be guaranteed.Analysis of the underlying reasons,it was the appearance that vaccine practitioners to pursue the interests of the illegal market,but lacked of the sense of responsibility for life and health is the reality of defective vaccine.This study suggested that the spirit advocated by the principles of medical ethics should be integrated into the professional ethics construction of vaccine enterprises and individuals to cultivate the consciousness of caring for and respecting life;strengthen the public vaccine education;improve the awareness of rights protection;improve the vaccine accident compensation system as soon as possible;establish competent,responsible and effective investigation departments and strengthen the investigation efforts of vaccine management departments,so as to ensure individual health,family harmony and happiness,and social fairness and stability.
