欠发达地区工业园区发展路径研究——基于南充市嘉陵区工业集中区的调研

Research on the development path of industrial parks in less developed areas——Based on the research of Jialing district in Nanchong city

工业园区在助推产业聚集、促进产业发展和推动区域经济发展方面成绩显著,为我国城市化进程搭建平台,起到了应有的作用。但是欠发达地区的工业园区,由于历史原因的堆叠累积,再加上现实发展的束缚,许多问题凸显出来,亟需转型升级。总的来说,欠发达地区工业园区遇到的困境类似:产业特色缺乏、没有形成产业集群;土地规划指标管理困难;融资困难;园区发展与环境资源之间的矛盾等。为此,有必要从以下几个方面着手推进欠发达地区工业园区的发展,包括实现特色办园、强化推介招商、优化营商环境、完善招商配套制度、科学规划和提升园区承载等。

Industrial parks have made remarkable achievements in boosting industrial agglomeration,promoting industrial development and regional economic development,which have played their due role in building a platform for China's urbanization process.However,due to the accumulation of industrial parks in less developed areas on account of historical reasons,coupled with the constraints of practical development,many problems have been highlighted and transformation and upgrading are urgently needed.Generally speaking,there are similar difficulties of the industrial parks in the less developed areas of western China:industrial parks lack of industrial characteristics;Industrial clusters are not formed;Difficulties in land planning index management and financing;The contradiction between the development of industrial parks and environmental resources in less developed areas.To this end,it is necessary to realize the characteristics of the park,to strength the business promotion and investment,to improve the business environment and the support system for business investment,to make scientific plans,to lift the bearing capacity of the park and the other aspects.
