云南省医药价格政策调整对公立医院运营情况的影响

Study on the influence of medical price policy adjustment on the economic operation of Yunnan public hospitals

[目的]分析评价云南省医药价格政策调整对公立医院运营情况的变动及影响。[方法]经云南省卫健委相关部门授权,从云南省卫生财务年报系统下载2016-2018年县级及以上公立医院收入、支出、费用类指标,对比分析各级各类公立医院运营情况的变化。[结果]药占比由改革前的36.28%下降至30.27%、医务性收入占比由改革前的20.09%提升至23.10%;2016-2018年检查化验收入总的占比由23.65%上升至25.36%、出院患者平均药品费年均增幅为1.12%。[结论]医药价格政策调整对全省医疗收入结构优化产生了积极影响,医疗费用的增长趋势得到有效控制;但医用耗材收入出现了反弹性的增长,检查、化验类收入占比依然较高,云南省医药价格政策的调整仍有较大空间。

Objective To analyze and evaluate the adjustment of medical price policy in Yunnan Province and its impact on the operation of public hospitals. Methods Authorized by relevant departments of provincial health commission,and through provincial health financial annual report system,downloaded the income,expenditure and expense indicators of public hospitals at and above county level from 2016 to 2018,compared and analyzed the changes in the operation of all kinds of public hospitals at all levels. Results The proportion of drug decreased from32. 12% before the reform to 26. 24%,and the proportion of medical income increased from 20. 09% before the reform to 23. 10%,total proportion of inspection and laboratory income increased from 23. 65% to 25. 36% from 2016 to 2018. The average annual increase rate of discharged patients’ drug costs was 1. 12%. Conclusions The adjustment of pharmaceutical price policy has positive impact on the optimization of province’s medical income structure,and the growth trend of medical expenses has been effectively controlled. However,the income of medical consumables appears elastic growth. The proportion of inspection and laboratory income remains high. There is still large space in adjustments of medical price policies.
