衢州市水利工程补短板的思考

On Reinforcing of Water Conservancy Projects in Quzhou

2019年全国水利工作会议作出了我国治水主要矛盾已经发生深刻变化的重要判断,明确了水利改革发展的总基调是“水利工程补短板、水利行业强监管”。浙江省衢州市水利工作在防洪排涝、供水抗旱、河湖生态保护以及智慧水利建设方面还存在一定问题,应针对性地坚持生态优先、聚焦短板、统筹规划、分类施策的基本原则,构建起“洪水调蓄安全、城乡供水安全、农田灌水安全、江河溪湖秀美”四大格局,加快完成水利工程补短板的工作。

National Work Conference on Water Conservancy 2019 made an important judgment that the key of water conservancy reform and development is to improve the weak links in water conservancy projects and to regulate the water conservancy industry.Based on the actual situation of water conservancy projects in Quzhou City in Zhejiang,especially in flood control and drainage,water supply and drought resistance,river and lake ecological protection and the construction of intelligent water conservancy,it is pointed out that four major patterns should be built up including flood regulation and storage safety,urban and rural water supply safety,farmland irrigation safety,and beautiful rivers,streams and lakes,adhering to the basic principles of giving priority to ecology,focusing on the weak spots,making overall plans and adopting policies according to different categories,therefore,to reinforce the weakness of water conservancy projects.
