摘要
科学引文索引(Science Citation Index,SCI)是由美国科学信息研究所于1961年建立并出版的引文数据库,它是目前国际公认的科学评价和统计的主要检索工具。近年来,"唯SCI论"的学术评价取向在我国医学界乃至学术界的出现,导致我国发表SCI论文数量急剧增加,但也暴露了很多问题。目前,教育部、科技部联合发布文件《关于规范高等院校SCI论文相关指标使用,树立正确评价导向的若干意见》以规范学术评价导向。基于此,文章分析了"唯SCI论"评价体系对国内医疗领域的影响,并对今后医院管理建设提出了对策和建议。
The Science Citation Index(SCI) is a citation database established and published by the American Institute of Scientific Information in 1961.It is currently the internationally recognized main search tool for scientific evaluation and statistics.In recent years,the academic evaluation of "SCI-only theory" has emerged in China’ s medical community and even academia,which has led to a sharp increase in the number of SCI papers published in China,but also exposed many problems.At present,the Ministry of Education and the Ministry of Science and Technology jointly have issued the document Several Opinions on Regulating the Use of SCI Paper Related Indexes in Colleges and Universities and Establishing a Correct Evaluation Orientation to regulate academic evaluation orientation.Based on this,this paper analyzes the impact of the "SCI-only theory" evaluation system on the domestic medical field,and puts forward countermeasures and suggestions for future hospital management and construction.
