日本自20世纪50年代起,陆续面向公费留学生、外国政府派遣留学生和自费留学生设立留学生奖学金,并在学术、经济、外交等层面都产生了积极影响。日本的留学生奖学金体系的特点主要包括:实施目的层次鲜明,遴选过程严谨细致,支持主体多元结合。借鉴日本留学生奖学金体系的相关经验,我国需完善来华留学生奖学金体系,制定层次鲜明的奖学金标准;细化奖学金申请条件,采用全面动态评奖方式;及时准确发布奖学金信息,积极加大对奖学金的宣传力度。

Since the 1950s,Japan has been offering scholarships to international students,publicly-funded,self-funded or foreign-government-funded,and has made a positive influence in the academic,economic and diplomatic fields.The characteristics of Japan’s scholarship system for international students include:distinctive objectives in different levels;rigorous and meticulous selection process;joint support from multiple providers.Learning from the Japanese experience,China should improve its scholarship system for international students by setting up differentiative scholarship criteria;detailed specification of candidacy requirements;allinclusive dynamic mode of evaluation;prompt release of accurate scholarship information;and intensified scholarship publicity.
