摘要
随着“双一流”计划的实施,长期困扰吉林省高校的人才问题成为制约吉林省高校发展的关键因素。从吉林省高校高端人才引进政策的现状着手,分析人才引进的条件、待遇及人才引进的考核评价等,找到高端人才引进的前期、中期及后期存在的问题,进一步明确打破束缚高端人才引进的体制,重新构建政府人才引进体制,创新高校人才引进机制,以形成有利于高校人才引进的生态环境协同有机体。
As shortage of talents has become a crucial factor that hinders the development of universities in Jilin Province since the implementation of the"double first-class"strategy,an analysis was made of the problems at the early,mid-term and later stages of high-end talents on the basis of a survey on current policies and salary,welfare and performance assessment of introduced talents.Afterwards,some solutions were proposed like breaking existing systematic barriers,reestablishing governmental talent introduction mechanism and innovating universities'talent mechanism to construction a coordinated ecological environment for universities'talent introduction.
