摘要
中国石化上游板块开展专业化改革打破“大而全、小而全”、推行油公司专业化改革是提升油气田企业经营创效能力的必由之路,有助于油气田企业打破国有企业“边界刚性”,专业化改革的效果既体现在关键指标提升,也体现在管理结构优化。深化专业化改革要正确看待改革过程中出现的各类问题,坚定改革信心,坚决实行差异化发展战略,推动转型升级,多系统多层级联动,凝聚改革合力。
The specialization reform carried out in Sinopec's upstream sector is the only way to enhance management ability of oil and gas enterprises,helping them to break the boundary rigidity of state-owned enterprises.Their specialization reform effect manifests in key indicators promotion,but also reflects the management structure optimization.To deepen specialization reform,we need to take a proper look at all kinds of problems arising in the course of reform,strengthen our confidence in reform,resolutely implement differentiated development strategies,promote transformation and upgrading,and integrate reform efforts at multiple systems and levels.
