以色列三级联动应急管理体系构建的见闻及思考

Experience of three-level linkage emergency management system in Israel

目的探讨以色列“政府-非政府组织-医疗机构”三级联动的应急管理构架及应急能力培养体系。方法通过5C模型建立全面应急规划,通过信息共享实现无缝沟通,建立应急响应小组提高医院应对能力,多部门联动促进资源整合。结果结合我院实际,将以色列三级联动应急管理体系当中具备可借鉴的部分,进行合理的移植和应用。结论以色列三级联动应急管理体系构建模式当中,特别是对区域性急诊资源的应急管理,可以在我国医院当中进行改造应用,能够提升区域医疗中心的应急管理能力。

Objective To explore the emergency management framework and emergency ability training system of Israel's"government non-governmental organizations medical institutions"three-level linkage.Methods the comprehensive emergency plan was established by 5C model,seamless communication was realized by information sharing,emergency response team was established to improve the hospitars response ability,and multi department linkage was used to promote resource integration.Results in combination with the actual situation of our hospital,the three-level linkage emergency management system in Israel was transplanted and applied reasonably.Conclusion the construction mode of Israel three-level linkage emergency management system,especially the emergency management of regional emergency resources,can be transformed and applied in Chinese hospitals,and can improve the emergency management ability of regional medical centers.
