营商环境是市场主体赖以生存和发展的“土壤”,是培育地区经济软实力和产业竞争力的综合体现。近年来,辽宁省葫芦岛市深化“放管服”改革,多维降低交易成本,提高经济运行效率,释放经济发展活力。基于钻石理论的视角,系统评价葫芦岛地区营商环境“墒情”指标,探究优化营商环境的现实路径,为推动葫芦岛市经济健康发展提供借鉴意义。

The business environment is the"soil"for the survival and development of the market subject,and it is the comprehensive embodiment of the cultivation of regional economic soft power and industrial competitiveness.In recent years,Huludao,Liaoning Province,has deepened the reform of"streamlining administration,delegating powers,and improving regulation and services",reduced transaction costs in multiple dimensions,improved economic operation efficiency and released economic development vitality.Based on the perspective of diamond theory,this paper systematically evaluates the"moisture content"index of business environment in Huludao area,and explores the practical path of optimizing business environment,which provides a reference for the healthy development of Huludao city's economy and society.
