摘要
能效推进工作的顺利开展,对于维护能源安全、促进能源的可持续利用具有重要意义。科学的能效监管依赖于法制路径。促进能效监管完善的法制路径包含法律体系之优化、能效监管体系之完善以及能效推进具体法律制度之精细化三方面内容。在此过程中,应兼顾静态与动态层面、宏观与微观层面,保证能效监管得以高效、协同推进。
The development of energy efficiency promotion is of great significance for maintaining energy security and promoting the sustainable utilization of energy.Scientific energy efficiency supervision depends on law approaches.Specifically,it is important to improve energy efficiency regulation,including optimization of the legal system,improvement of the energy efficiency supervision system,and refinement of specific legal institution for energy efficiency.In this process,we should take into account the static and dynamic level,macro and micro level to ensure the efficient and collaborative promotion of energy efficiency supervision.
