水电工程单价中取费基数和费率研究

国内不同建设行业存在不同的工程造价计价体系,各行业造价编制规定中对其他直接费、间接费、利润(也称为管理费、利润、措施费)的取费基数和费率不尽相同。水电水利行业内一直对取费基数与取费项目的相关性存在争议,尤其是水电水利工程业主、施工方对取费基数中的材料最高限价和招标投标过程中甲供材的定价存在争议较大。文章分析了各行业取费基数和费率的异同,通过测算典型水电工程样本数据不同取费基数时的取费费率,对水电工程造价取费基数和费率调整提出数据计算方法和分析成果,以供水电工程调整造价编制规定参考。

Different industries have different pricing systems for engineering costs in China.The fee base and rate of other direct costs,indirect costs and profits(some are called management costs,profits and measure costs)are different in the cost formulation regulations of various industries.In the hydropower industry,there are always disputes about the correlation between the fee base and the fee items.In particular,the owner and the constructor of hydropower and water conservancy project have disputes about the fee base of the maximum price of materials and the price of materials supplied by owner.This paper analyzes the similarities and differ-ences between the fee base and rate in various industries.By calculating the fee rate of different fee base of typical hydropower proj-ects sample data,and puts forward the data calculation method and analysis results for the adjustment of the fee base and rate of hydropower project cost for reference.
