国外EPC顶目投标报价改进的探讨

参与国外EPC项目是国内设计院向国际型工程公司转型的必由之路,而EPC投标报价是承接EPC项目的首要工作。近年来,以设计院为主体的EPC总承包比例正在逐步上升,众多国内设计院开始走出去,并以总包商的角色主导国外EPC投标报价工作。在投标报价的实践过程中,由于设计院的设计在产业链中处于龙头地位,在业主需求分析、工程范围界定、设计方案优化等方面展现了一定的优势,但同时受制于传统发承包模式及计价体系的影响,也在报价小组结构、价格测算方法、风险防控措施、报价策略技巧等方面暴露出一些劣势。文章通过对以设计院为主导的国外EPC投标报价优劣势的探讨,分析其原因,进一步给出改进建议,以供以后由设计院主导的国外EPC投标报价项目借鉴,提升其投标报价的合理性及竞争力。

Participating in EPC projects abroad is the only way for domestic design institutes to transform into international engineering companies,and EPC bidding is the primary work to undertake EPC projects.In recent years,the proportion of EPC general contracting with design institutes as the main body is gradually increasing,and many domestic design institutes begin to go out and lead the foreign EPC bidding with the role of general contractor.In the process of the practice of the tender offer,design institute because of its design in the leading position in the industry chain,the owner requirements analysis,project scope,design optimization,etc,showing a certain advantage,but at the same time under the control of the influence of traditional patterns and invoicing system contractors,also in group structure,the comprehensive unit price quotation is calculated,risk prevention and control,bidding strategies has exposed some disadvantages.Through the discussion of the advantages and disadvantages of foreign EPC bidding quotation led by design institute,the reasons are analyzed,and further Suggestions for improvement are given,which can be used for reference by foreign EPC bidding quotation projects led by design institute in the future to improve the rationality and competitiveness of their bidding quotation.
