新时代“一体两翼”型高职院校特色办学的实现路径

Approaches to Realize Characteristic School-Running for"One Body with Two Wings"Higher Vocational Schools in the New Age

中国高职教育进入新时代,必须走特色办学、高水平办学的内涵建设之路。"一体两翼"型高职院校是一种特色的办学模式,是由开放大学和高等职业学院组成的高职院校实体,是广播电视大学转型和高职教育发展的双重选择,在办学形式、办学定位、办学职能上独具特点,但在新时代新要求的建设中面临着缺乏行动逻辑、生源危机、"两翼"融合度不高、社会认知偏差等困境与难点。必须有效利用系统办学优势和资源,做好中高职衔接,深化现代职教集团建设,紧密围绕精准服务区域发展的需求,全面推进专业结构调整优化,创新人才培养方案,做好"两翼"资源的统筹和融合。

The 2019 government work report understands and holds the planning of vocational education from an angle of macro-control, orientation of which has been elevated to an unprecedented height, thus China’s vocational education is marching to a new age. In such situation, higher vocational schools are required to walk on the road of connotation construction, i.e. to run school with characteristics and on a high level."One Body with Two Wings"higher vocational school points to a kind of characteristic school running mode, i.e. a kind of higher vocational institution entity consisted of opening university and higher vocational college. It is the result of dual choice of transformation of radio and television university and development of higher vocational education. Although"One Body with Two Wings"higher vocational schools have their own specialties of school-running on form, orientation and function, they are facing dilemma and difficulties such as lacking logic in action, crisis of source of students, low integration of"the two wings", deviation of social cognition, in construction of educational institutions in the new age and with new requirements. Therefore, to realize characteristic school-running,such kind of schools must effectively utilize their advantages and resources as systematic educational entities,make secondary-higher vocational education better linked up, deepen construction of modern vocational education groups, closely stick to the needs of targeted service and regional development, carry forward adjustment and optimization of specialties structure in an all-around way, create schemes of talents cultivation, and get overall planning and integration of resources of the"Two Wings"well done.
