摘要
为探究新疆风电产业创新系统功能与产业政策之间的关系,采用系统功能分析方法,构建了新疆风电产业创新系统功能与政策关系模型。结果表明:产业创新系统功能与产业政策之间存在着相互影响、相互制约的关系,政策的及时高效出台有助于系统功能的实现;反之,系统功能的实现情况为政策提供了依据。通过构建创新系统功能与政策关系模型,对创新系统内的主体、活动和要素等进行分析,可以识别创新系统发展过程中的诱导与阻碍机制,为政策制定提供依据,推动创新过程的完成。
For exploring the relationship between the function of Xinjiang wind power industry innovation system function and industrial policy.The system function analysis method was adopted to build a model of the relationship between the functions and policies of the Xinjiang wind power industry innovation system.The results showed that there was a mutual influence and restriction relationship between the functions of industrial innovation systems and industrial policies.The timely and efficient introduction of policies helps the realization of system functions.Conversely,the implementation of system functions provided policy support.in accordance with.By constructing a model of the relationship be tween the functions and policies of the innovation system and analyzing the subjects,activities,and factors in the innovation system,the induction and obstacle mechanisms in the development process of the innovation system could be identified,which could provide a basis for policy formu lation and promote the innovation process.carry out.
