长江水师提督李成谋述评

On Admiral of the Yangtze River Navy Li Chengmou

同治十一年,李成谋由福建水师提督转任长江水师提督,成为长江水师第二任提督。光绪十八年,李成谋因病去世,任长江水师提督一职近20年。在所有长江水师提督中,他是任职最长的一位提督。他巡查长江水师,不辞劳苦,低调做人做事,还兼领南洋海军6年。他严格执行长江水师定章,采取诸多手段,逆转同治末年长江水师的颓势,使长江水师免于重蹈清朝绿营水师的覆辙。在他的整顿和督查下,长江水师较好地履行了捕盗、缉私、护卡和御侮的主要职责。

In the 11th year of Tongzhi,Li Chengmou became the second admiral of Yangtze River Navy from an admiral of Fujian River Navy.In the 18th year of Guangxu,Li Chengmou died of illness and served as admiral of the Yangtze River Navy for nearly 20 years.Of all the admirals of the Yangtze River Navy,he is the longest-serving one.He inspected the Yangtze River Navy,painstakingly,kept a low profile.He also led the Nanyang Navy for six years.He strictly enforced the regulations of the Yangtze River Navy and took many measures to reverse the decline of the Yangtze River Navy at the end of Tongzhi,so that the Yangtze River Navy could not repeat the mistakes of the Green Camp Navy in the Qing Dynasty.Under his rectification and supervision,the Yangtze River Navy has better fulfilled its main duties of arresting pirates,suppressing smuggling,guarding and resisting insults.
