重新认识技术改造——基于促进经济高质量发展的分析

A New Understanding of Technological Transformation:Based on the Analysis of Promoting High-quality Economic Development

从技术改造的概念出发,运用历史分析和比较研究的方法,比较了技术改造与更新改造措施、技术改造与基本建设、内涵型发展与外延型发展等范畴的异同,提出正是由于改革开放以来的经济建设和发展的实践使我们对技术经济和技术改造有了新的更高的认识。进而研究了计划经济时代和转轨时期的技术改造管理模式,分析当时技术改造管理模式"审批式"的特点及对今天的影响;在此基础上提出技术改造主要是内涵型扩大再生产,是新时代经济高质量发展的重要实现手段。

Starting from the concept of technological transformation, this paper compares the similarities and differences between technological transformation and renovation measures, technological transformation and capital construction, connotation-type development and extension-type development by means of historical analysis and comparative study. It is put forward since China’s reform and opening up the practice of the economic construction and development of technology to make economic and technological transformation has a new higher understanding. The paper studies the management mode of technological transformation in the era of planned economy and the period of transition, analyzes the characteristics of the"approval type"of the management mode of technological transformation at that time and its influence on today. On this basis, it is pointed out that the technological transformation is mainly the intensional expansion of reproduction, which is an important means to realize the high-quality development in the new era.
