The Effects of Environmental Regulation on Industrial Upgrading:A Literature Review

环境管制对产业升级的作用效果一直受到经济学界的持续关注。文章从环境管制的内涵与类型、对产业升级影响的理论探讨、实证检验、有效政策设计四个方面对国内外研究进展展开评述和总结。主流观点认为,恰当设计的环境管制短期内会损害产业竞争力,但长远来看能够促进产业升级;市场激励型与非正式环境管制的正向诱导作用不可忽视;政策制定的灵活性与区域差异化越发受到学界的重视。结合中国的现实,拓展环境管制对产业升级影响的研究边界、利用企业层面数据测度环境管制对不同所有制企业产业升级的影响等都是需要进一步探究的问题。

The effects of environmental regulation on industrial upgrading have still received continuous attentions from economic scholars. This paper provides an overview and summary of the current domestic and foreign literatures from 4 perspectives,i. e.,the contents and the types of environmental regulation,the theoretical discussions of the effects of industrial upgrading,empirical tests,and the effective policy designs. The mainstream views are summarized as follows: the well-designed environmental regulations would harm the competitiveness in the short run,but foster industrial upgrading in the long run;the positive induction effects of market-oriented and informal environmental regulations should not be ignored;the flexibility of policy design and regional differences also receive more and more academic attentions. In the light of China’ s reality,there exist some further problems to be studied such as the extension of research frontier of the effects of environmental regulation on industrial upgrading and the calculation of its effects on the industrial upgrading of enterprises under all forms of ownership.
