突发公共卫生事件下基于区块链应用的应急物流完善研究 被引量:66

摘要 应急物流是应对突发公共卫生事件的重要支撑,为提升疫情防控应急物资的保障能力,探索如何应用区块链先进技术完善应急物流具有重要的理论意义和实践价值。研究现状分析表明鲜有文献基于区块链应用探索完善突发事件下的应急物流。文章剖析了应对突发公共卫生事件对应急物流的需求与区块链技术优势之间的耦合机理,进而分析了应急物流运行中存在的主要问题。在此基础上,从高效运行、助力捐赠、智能发展三个维度入手,探究突发公共卫生事件下应用区块链技术完善应急物流的对策,提出了三种典型应用模式及相关举措,为有效提升应急物流服务、有力应对突发公共卫生事件提供更强支撑。 Emergency logistics is an important support for responding to public health emergencies. In order to improve the guarantee capability of emergency materials in epidemic prevention and control,it is of great theoretical and practical significance to study how to apply the advanced technology of blockchain to improve emergency logistics. The analysis of current research shows that there are few literatures on the improvement of emergency logistics based on the application of blockchain. This paper analyzes the coupling mechanism between the demand for emergency logistics and the technical advantages of blockchain in response to public health emergencies,and then analyzes the main problems existing in the current situation of emergency logistics operation. On this basis,from three dimensions of efficient operation,donation support and intelligent development,it studies the countermeasures of improving emergency logistics by applying blockchain technology during public health emergencies,and puts forward three typical application modes and relevant measures,so as to effectively improve emergency logistics services and provide stronger support for responding to public health emergencies.
