文明城市的全要素发展模式研究——以Z市CIVILIZED经验为例

Research on the Full-Factor Development Model of Civilized Cities:A Case Study of Z City’s Civilized Model

本文基于Z市精神文明建设实践,从经济、政治、文化、教育、社会管理的视角将Z市精神文明建设模式分解为时代精神、发展路径、产业转型、文化事业、协调发展、创新、生态文明、志愿服务和增进民生福祉九个方面,梳理总结出Z市文明城市全要素发展CIVILIZED的模式。然后,基于理性人、经济理性、政治理性和社会理性理论分析,得出Z市模式是政治理性引领、全面理性发展的综合体现,具有理论和经验的推广可能性的结论。最后,以Z市故事,展现了中国基层党组织引领下的基层社会组织治理创新的独特魅力。

Based on the practice of the Z city’s spiritual civilization construction,this article decomposes it into nine aspects of the spirit of the times,development paths,industrial transformation,cultural undertakings,coordinated development,innovation,ecological civilization and volunteer service and the improvement of people’s well-being from the perspective of economy,politics,culture,education,and social management,and combines and summarizes the CIVILIZED model of the full-factor development of Z’s civilized city.After that,based on the theoretical analysis of rational people,economic rationality,political rationality and social rationality,it is concluded that the development model of Z city reflects a comprehensive and overall rationality of the coordination of political rationality,economic rationality and social rationality under the guidance of political rationality,which form a conclusion with theory and experience of popularity and possibility.Finally,the Z city’s story displays the unique charm of governance innovation of grassroots social organizations under the leadership of Chinese Communist Party’s grassroots-level organizations.
