"政策打架"描述的是基层社会治理中政策来回反复以及互相排斥的现象."政策打架"既严重损害基层群众利益,又影响政府形象和公信力,还消耗地方政府政策资源.基层社会治理中"政策打架"产生的原因在于"官本位"思想制约下人民主体地位的缺失、理念偏差影响下基层政府依法行政的不足、权力任性造成的基层政府政策制定随意性以及利益"俘获"导致的部门之间协调机制匮乏.破解基层社会治理中的"政策打架",需要真正树立以人民为中心的发展思想、加强基层政府依法行政能力建设、实现地方政府政策制定的科学化、以整体性治理构建部门协调机制等.
