北京大兴国际机场轨道线PPP模式研究与应用

STUDY AND APPLICATION OF PPP MODE IN BEIJING DAXING INTERNATIONAL AIRPORT RAIL LINE PROJECT

当前针对轨道交通项目的投资规模大、全生命周期较长、政府资金不足等难题,一些投融资创新模式不断涌现。北京大兴国际机场轨道线社会化引资项目中,通过搭建PPP模式下的多目标多利益方的协作平台,协调各方利益平衡点,实现了合作共赢。剖析具体项目应用中应重点关注的要点,探究轨道交通PPP项目的实践模式。

Considering current difficulties in rail transit project,such as large investment,long full life cycle and insufficient governmental fund,etc.,some innovative and new investment and financing modes appeared.In social investment project of Beijing Daxing International Airport rail transit line,multi-objective and multi-partner cooperation platform of PPP mode was founded to balance the benefits among different partners and to realize win-win cooperation.This paper analyzed the key points for application of this PPP mode in practical projects and explored the application mode in PPP rail transit project.
