新冠肺炎疫情对中国宏观经济运行和社会生产生活产生了不可小看的影响,降低疫情的不利冲击需要从供需双侧采取相应的短期举措。在此过程中,需要正确处理好抗击疫情和企业复工的关系,避免实行太过苛刻的复工标准;需要实施积极、宽松、稳健的财政和金融政策稳住中小微企业,以稳住经济基本盘;建议在适当时机对低收入阶层实行定向的减费降税、发放补贴或消费券,以促进疫情重灾区消费回补和潜力释放。同时,也应在这次疫情大考中思考政府、市场与社会治理之道,推动结构性改革,合理界定和厘清政府与市场、政府与社会的治理边界,解决市场和政府及社会各自缺位、过位和错位的问题,建立现代化社会治理体系。
