摘要
“共治”模式是不同于单一中心治理的多中心治理模式,即不同行政区域的政府之间协同、合作治理。现长三角地区水污染治理缺乏统一、系统的水污染“共治”法律体系,缺乏权威、强大的“共治”机构,缺乏完善的水污染执法、司法的协作制度。针对这些问题,提出了对策:完善长三角地区水污染“共治”的法律体系,赋予长三角地区合作与发展联席会议工作小组执法和监督权,形成长三角地区水污染“共治”形式的执法和司法体制。
The“co-governance”model,different from the single-center governance model,is a multicenter one,that is,the governments of different administrative regions collaborate and cooperate to govern.The water pollution“co-governance”in the Yangtze River Delta nowadays are facing the problems of lacking a unified and systematic water pollution“co-governance”legal system,an authoritative and powerful“co-governance”institution,and a comprehensive water pollution law enforcement and judicial cooperation system.Considering these problems,this paper proposes the countermeasures of improving the legal system of water pollution“co-governance”in the Yangtze River Delta,endowing the working group of the joint conference on regional cooperation and development with the authority and power of law enforcement and supervision,and forming a law enforcement and judicial system suitable for the“co-governance”in this region.
