On the Current Situation and Outlet of the Legal Guarantee Construction for Qilu Model of Rural Revitalization

乡村法治建设是推进依法治国不可或缺的重要组成部分。自改革开放以来,随着现代化转型,山东农村基层法治建设取得长足进展,囿于历史传统、干部素质、农村教育等因素影响,存在农民法治素养不高、农村基层干部执法不严等问题,这就需要进一步加大乡村法治建设力度,夯实党的组织领导、完善农村法治运行机制、提升农村基层干部法治能力、完善村民自治法规体系、创新农村普法宣传教育工作、加强农村法治工作人才队伍建设、加大对农村投入,培育农村基层各治理主体的法治意识,提高其依法治理能力,构建自治、法治和德治一体的乡村治理现代化体系,为乡村振兴齐鲁样板打造提供有力的法治保障。

The legal construction in rural areas is indispensable in promoting the national rule of law. Since the reform and opening up, with the modernizing transformation, great progress has been achieved in the grassroots legal construction in the rural areas of Shandong province. However, due to the factors of historical tradition, cadre quality, rural education among many others,there are problems such as the low legal literacy among the farmers and lax law enforcement by grassroots cadres, which require further strengthening of rural legal construction. In order to provide strong legal guarantee for building Qilu model of rural revitalization, it is necessary to consolidate the Party’s organization and leadership, to improve the operation mechanism of rule of law in rural areas, to enhance the legal capacity of rural grassroots cadres, to improve the legal system of villagers’ autonomy, to innovate the legal education and popularization and to strengthen the cultivation of rural legal personnel, to increase investment in the countryside, to cultivate the awareness of rule of law of the rural grassroots governance subjects so as to improve their ability of governance according to law, to build a modern system of rural governance that integrates autonomy, rule of law and rule of virtue.
