摘要
从制度比较视角探析了我国企业补充医疗保险的现行发展模式及其在可持续发展方面面临的障碍。研究发现我国政府包揽或主导型的企业补充医疗保险发展模式,不仅管理效率低、缺乏竞争,也不利于补充医疗保险的人力资源管理效用发挥和不同类型企业职工健康水平的提升。要促进我国企业补充医疗保险的可持续发展,必须探索创新发展路径,重构动力机制。其主要创新思路包括:推进企业补充医疗保险发展路径由政府主导向企业自主建立转变、保障方式由经济补偿为主向兼顾健康管理转变,同时要优化调整我国企业补充医疗保险的扶持政策体系。
From the perspective of comparative analysis of policy systems,the paper analyzes the current mode of enterprise supplementary medicare in China and the obstacles to its sustainable development. It is found that the mode,taken over or led by the Chinese government,is characterized by low management efficiency and lack of competition,and is not conducive to the human resources management and the health improvement of employees of different types of enterprises. To promote the sustainable development of enterprise supplementary medicare in China involves exploring an innovative development path and reconstructing a motivation mechanism. The main idea is to transform the government-led mode to a mode decided by enterprises themselves,to shift the guarantee mode from economic compensation to the integration of both economic compensation and health management,and at the same time,to optimize the supporting policies concerned.
