城镇开发边界性质辨析

Discrimination on the Nature of Urban Development Boundary

党的"十九大"报告所提的"三条控制线"中,目前只有城镇开发边界尚未形成国家层面的划定规程和技术指南,本文对国内外城镇开发边界的认识进行研究,期望能够给未来划定城镇开发边界的实践者们有些许启示。文章通过文献研究法、对比分析法、经验总结法得出研究结论:根据国内14个试点城镇开发边界划定的经验从"政策性"与"技术性"、"综合性"与"协调性"、"约束性"与"引导性"、"区域性"与"辐射性"、"刚性"与"弹性"五个方面对城镇开发边界性质进行辨析。

Among the"three control lines"mentioned in the report of the Nineteenth National Congress of the Communist Party of China,only the urban development boundaries have not yet formed the state-level delimitation rules and technical guidelines.This paper studies the understanding of urban development boundary at home and abroad,hoping to give some inspiration to practitioners who delimit urban development boundary in the future.Literature research method,comparative analysis method and experience summary method.Research conclusion:According to the experience of delimiting the development boundary of 14 pilot cities in China,this paper discriminates the nature of the development boundary of cities and towns from five aspects:policy and technology,comprehensiveness and coordination,restraint and guidance,regionality and radiation,rigidity and elasticity.
