Analysis on the Development Status of Dairy Industry in Xinjiang and Relevant Suggestions

新疆奶业振兴对实现新疆农牧业现代化、助力贫困地区脱贫具有重要意义。现状:本研究以实现新疆奶业供给侧改革为目标,以2008-2018年新疆鲜奶产量、人均奶类产品消费量、乳制品生产加工企业数量及分布、新疆奶业与全国奶业发展对比情况为指标,对新疆奶业的发展现状进行分析,发现当前新疆鲜奶产量逐年上升、人均奶类产品消费量呈现出先增加后下降的趋势、新疆乳制品加工企业数量较多等现象。问题:当前新疆奶业发展存在着产品同质化现象严重、市场产品种类单一、国内市场竞争力单薄等问题。对策:提出加强优质牧草培育、提高奶类产品产量;适当对乳制品加工企业实施保护政策;加强产品宣传等建议。结论:当前新疆奶业供给侧发展结构仍需进一步优化,根据现状对其供给侧结构性改革路径构建提出相关建议,以期为提高新疆奶业竞争力提供参考依据。

The revitalization of dairy industry is of great significance to realize the modernization of agriculture and animal husbandry in Xinjiang and to help the poverty-stricken areas get out of poverty.[Current situation] For the purpose of achieving the supply side reform of dairy industry in Xinjiang, its development status was analyzed with the indicators of fresh milk output, per capita consumption of dairy products, the quantity and distribution of dairy production and processing enterprises, and the comparison of development status of dairy industry between Xinjiang and the whole country. It was found that the current output of fresh milk was increasing year by year, per capita consumption of dairy products showed the trend of increasing first and then decreasing, and there were many dairy processing enterprises in Xinjiang. [Problems]At present, there exist some problems in the development of dairy industry, such as serious homogenization of products, single type of marketing products and weak competitiveness in the domestic market.[Countermeasures] Some pieces of advice were put forward, including strengthening the cultivation of high-quality forage and increasing the output of dairy products;properly implementing the protection policy for dairy processing enterprises;strengthening product publicity. [Conclusions] The supply side development structure of Xinjiang dairy industry still needs to be further optimized. According to the current situation,relevant suggestions on the construction of supply side structural reform path were proposed, hoping to provide reference for improving the competitiveness of Xinjiang dairy industry.
