疫情防控背景下对社会治理的思考

Reflections on Social Governance under the Background of Coronavirus Prevention and Control

社会治理不同于社会管理强调政府的主导作用,而是将重心放在基层,依靠社会协同、公众参与构建起社会治理的体系。此次新冠肺炎疫情是对我国社会治理能力的一次检验,要看到社会治理体系在基础设施建设、专业人才培养、工作执行方式和应急机制启动等方面存在的不足。在接下来的战"疫"中,治理组织要转变认识,改进工作作风,国家要给予更多的政策空间和支持,群众要积极投入到社区建设中去,从而不断提高社会治理能力。

Different from social management emphasizing the leading role of government, social governance focuses on community organizations and relies on social coordination and public participation to build a system of social governance.The coronavirus pneumonia epidemic is a test of China’s social governance capacity.Shortcomings exist in social governance system concerning infrastructure construction, professional talent training, work execution and emergency response mechanism.In the following stages of this epidemic "war", in order to continuously improve the social governance capacity, the governance organization should improve their understanding and working style, the country should give more policy space and support, the public should actively participate in the community construction.
