中国城镇燃气企业发展现状与形势分析

Analysis on the status quo and development of city gas enterprises in China

2016-2019年,中国城镇天然气消费量呈持续增长态势,年均增长率为11%,但2019年增速明显下降。用气结构以工商业为主,交通用气占比逐年下降。大型城镇燃气企业持续完善天然气产业链,加快发展分布式能源项目,积极拓展增值业务。未来,大气污染治理将推进中国天然气产业持续发展,但"煤改气"政策将更趋稳健。深化油气体制改革有利于城镇燃气企业延伸产业链,并促进天然气配售环节的公平竞争。终端市场监管日益严格,城镇燃气企业收益将受到较大影响。天然气与多能互补是未来城镇燃气企业发展的新增长点。"十四五"期间,中国城镇燃气企业要深耕天然气销售业务,打造LNG全产业链,实施一体化运营模式,推动综合能源服务产业的发展。

Between 2016 and 2019,the consumption of natural gas in the domestic urban area has brought on an upsurge at 11% average annual growth rate but it significantly fell in 2019,which reflects that the gas consumer mix mainly consists of industrial and commercial subscribers whereas the demand remained within transportation sector has decreased year by year.Large city gas companies constantly improve their value chain by speeding up distributed energy projects and actively expanding value-added services.In the future,stringent air pollution control will promote the sustained development of China’s natural gas industry,but the coal to gas policy will be more moderate.Deepening the reform of the oil and gas system is conducive to extending the industrial chain of city gas enterprises and promoting fair competition in the distribution and sale of natural gas.The income of city gas enterprises will be greatly affected by the increasingly strict supervision of terminal market.Natural gas and multi-energy complement will be a new growth point for the development of urban gas enterprises in the future.In the 14th Five-Year Plan period,China’s city gas enterprises should intensively manage their natural gas sales business,build the whole LNG industrial chain,implement the integrated operating mode,and facilitate the development of comprehensive energy service industry.
