乡村振兴与脱贫攻坚有效衔接的村域实践——基于H省L村的实证分析

Linked Poverty Alleviation to Rural Revitalization in Village Practices--Based on the Empirical Analysis in L village of H Province

近几年,脱贫攻坚一直是国家工作的首要任务。如今,乡村振兴将与脱贫攻坚共同推动我国农村地区持续发展。乡村振兴与脱贫攻坚在战略要求、发展主体、体制运行方面具有较高的契合度,但二者在战略层次、政策对象、发展目标方面存在政策差异。基于对案例地乡村振兴与脱贫的实践分析,案例地在乡村振兴与脱贫攻坚衔接期工作效果显著,但也面临产业发展困境、青年返乡创业困境及村民参与度不高等挑战。对此,案例地应培养新型农业经营主体、多角度鼓励原住民参与、保证帮扶干部工作稳定性等,从而推动乡村振兴实施。

In recent years,poverty alleviation has been a national priority.Today,rural revitalization will be a key development strategy to support the sustainable development of rural areas.They have a high degree of consistency in strategic requirements,development subjects and system operation,but there are policy differences in strategic levels,policy objects and development goals.Based on the practical analysis of rural revitalization and poverty alleviation case,its rural work is remarkable in the transition period,but also faced with the difficulties of industrial development and young people returning home to start businesses,the low participation of villagers and so on.In this regard,we should cultivate new agricultural management subjects,encourage indigenous people’s participation from multiple perspectives,and ensure the work stability of supporting cadres,so as to promote to achieve rural revitalization.
