A Discussion on Amendments of Rules of Procedure for the Standing Committee of the National Peoples Congress

32年前,《全國人民代表大會常務委員會議事規则》(以下簡稱《全國人大常委會議事規則》)剛通過之後,曾有記者評論,「其意義不僅僅限於全國人大常委會自身建設,它對加快我圆政治生活民主化的進程也具有積極的意義」張友漁先生也曾言,議事规則確保了人大「决策的民主化、科學化和提高議事的效率,寶現工作制度化規範化」。10年前,《全國人大常委會議事規則》的首次修改被譽馬「從细節完善中國根本政治制度」。

Thirty-two years ago,right after the passing of Rules of Procedure for the Standing Committee of the National People s Congress(hereinafter referred to as the Rules),some journalists commented that"Its significance is not limited to the self-construction of the Standing Committee of the National People's Congress(NPC),but also has positive meaning for accelerating democratization of political life in China."Mr.Zhang Youyu also said that the Rules ensured'"democratic and scientific decision making,improved procedural efficiency,and systematic and standardized approach to the work"of the NPC.One decade ago,the first amendment of the Rules was hailed as"improving China's fundamental political sys・tern in details".
