The Difficulties in the Practice of Grassroots Discipline Inspection and Supervision in the New Era and Solutions

改革纪检监察体制是推进新时代全面从严治党的内在要求。尽管对基层纪检监察体制已经进行了新时代改革,有效构筑了新时代基层纪检监察的制度性基础,但是在当前基层纪检监察的实践过程中仍然存在着四大困境:机制效能困境、监督名实困境、队伍建设困境、法规执行困境。因此,应该完善工作机制、优化职权配置、推进人才培养、建构柔性空间。

The reforming of discipline inspection and supervision system is an internal requirement to promote the strict and comprehensive governance of the Party in the new era.Although the grassroots discipline inspection and supervision system has undergone reforms in the new era and effectively built the institutional foundation of grassroots discipline inspection and supervision,there are still four major difficulties during the current grassroots discipline inspection and supervision process:the difficulty of mechanism and efficiency,the difficulty of supervising superficially and in practice,the difficulty of team building,and the difficulty of law enforcement.Therefore,we should improve the working mechanism,optimize the allocation of authority,promote personnel training,and build a flexible space.
