摘要 为建立光伏扶贫电站收益分配长效机制,确保电站长期持续发挥效益,针对光伏扶贫地区就地消纳能力评估问题展开了深入研究。分析扶贫地区光伏出力及电力负荷需求不确定性,研究与测算光伏消纳能力密切相关的渗透率指标,在此基础上,归纳总结了影响光伏扶贫地区就地消纳能力的关键因素,并提出了考虑出力不确定性和需求不确定性双侧的光伏消纳能力评估模型。所提模型可为光伏扶贫地区测算新能源消纳能力、实现高比例就地消纳提供理论支撑。 In order to establish a long-term mechanism for the income distribution of photovoltaic poverty alleviation power stations and ensure the long-term and sustainable performance of the power stations,an in-depth research has been carried out on the evaluation of on-site absorption capacity of photovoltaic poverty alleviation areas.Analysis of poverty alleviation in photovoltaic power and power load demand uncertainty is carried out aiming at finding out the photovoltaic permeability index that is closely related to the local consumption.On this basis,the key factors are identified and the evaluation scheme for the renewable power regional acceptance considering the output uncertainty and demand uncertainty on both sides of photovoltaic is proposed.The model can provide theoretical support for the calculation of new energy consumption capacity and the realization of high proportion of local consumption in photovoltaic poverty alleviation areas.
