职业教育层次结构与生产力水平的关联性及适应性——基于京津冀“十二五”时期面板数据的实证分析

Relation and Adaptability of Vocational Education Hierarchy and Productivity Development Level——An Empirical Analysis Based on Data of Beijing,Tianjin and Hebei during the 12th Five-year Plan

为确定职业教育层次结构调整的依据,以地区经济总量、财政收支水平、居民收入水平、区域产业结构等指标表达区域生产力发展水平,以不同层次学校数量、毕业生数量等指标表达职业教育层次结构,分析了京津冀“十二五”期间生产力水平和职业教育层次结构的变化及其关联情况。结果表明,职业教育层次结构与区域生产力发展水平显著相关,随生产力发展水平的提升层次结构上移。京、津两市职业教育层次结构与生产力发展水平的适应性较差,河北省的适应性相对较高。调整职业教育层次结构,应依据区域生产力发展水平,提高层次结构的适应性,体现调整主体的多元性,强化不同层次的衔接性。

In order to determine the basis of the adjustment of vocational education hierarchy,this paper analyzed the productivity development level with the indicators of gross regional production,total fiscal revenue and expenditure,per capita disposable income,output value of tertiary industries and their proportions,the changes of the vocational education hierarchy with the indicators of the number of vocational schools and the number of graduates,and their correlation during the 12th Five-year Plan in Beijing,Tianjin and Hebei.The results showed that the vocational education hierarchy was significantly related to the level of regional productivity development,and with the improvement of the level of productivity development,the vocational education hierarchy shifted upwards.The vocational education hierarchy in Beijing and Tianjin was less adaptive to the level of regional productivity development comparing with that of Hebei.To adjust the vocational education hierarchy,specific measures such as heightening the adaptability of the hierarchy,increasing the diversity of the hierarchical adjustment subject as well as enhancing the cohesion of vocational education at different levels should be taken on basis of regional productivity development level.
