摘要
中国制造业推行绿色创新是实现经济增长和缓解生态资源负荷的重要抓手。首先对中国制造业绿色创新的投入(包括人力、物力及能源投入)与产出(包括科技产出、经济效益产出及环境效益)现状进行分析;其次系统阐释了中国制造业绿色创新存在的突出问题;基于此,确定了推进中国制造业绿色创新政策体系的构建原则,从基础政策、支撑政策与引导政策三个方面对推进中国制造业绿色创新的政策体系进行具体设计。
The promotion of green innovation in China’s manufacturing industry is an important starting point for achieving economic growth and reducing the load on ecological resources.This article first analyzes the current status of inputs(including human,material,and energy inputs)and outputs(including scientific and technological outputs,economic benefits,and environmental benefits)of green innovation in China’s manufacturing industry;secondly,it systematically explains the existence of green innovation in Chinese manufacturing;Based on this,clarify the principles for constructing a policy system for promoting green innovation in China’s manufacturing industry,and specifically design the policy system for promoting green innovation in China’s manufacturing industry from three aspects:basic policy,support policy and guiding policy.
