基于共同缔造理念的村庄“三生一体”策略研究--以日照市五莲县董家楼村为例

Research on the Three-in-One Strategy of Villages Based on the Concept of Joint Creation: Taking Dongjialou Village, Wulian County, Rizhao City as an Example

随着我国乡村振兴战略中提出健全共建、共治、共享的乡村治理体系,探索新时代乡村有效治理模式,以调动多元主体参与村庄建设为核心的共同缔造理论应运而生,并在我国中部和西部地区几个试点村付诸实践。共同缔造理论是以改善人居环境为抓手,以调动居民参与意识和能力来开展的。而生产空间、生活空间、生态空间(以下简称"三生空间")构成了乡村完整的人居环境。鉴于二者之间有着以人居环境为交集的内在联系,若能将共同缔造理论应用于村庄规划中"三生空间"的三种要素(以下简称"三生要素")优化,会为我国乡村治理创新提供全新的视角。本文以山东省日照市五莲县叩官镇董家楼村为例,试图以乡村"三生空间"为微观层面研究对象,将共谋、共建、共管、共评、共享的共同缔造理论作用于"三生空间"各个要素,探索乡村"三生一体"融合发展的新模式,进而促进乡村宏观治理水平改善,助力乡村全面振兴。

With the rural revitalization strategy proposed in China, the rural governance pattern of coconstruction, co-governance and sharing is proposed, and the effective governance model of the new era is explored. The theory of mobilizing multi-subjects to participate in village construction is the core of the theory of co-creation. And several pilot villages in the western region have been put into practice. The joint creation of the theory is based on the improvement of the living environment and the mobilization of residents’ participation in awareness and ability. The production space, living space and ecological space constitute a complete human settlement environment in the countryside. In view of the intrinsic connection between the two and the human settlements, if the common creation theory can be applied to the optimization of "three elements" in village planning, it will provide a new perspective for rural governance innovation in China. This paper attempts to use the rural "three-life space" as the research object at the micro level, and the common creation theory of collusion, co-construction, co-management, co-evaluation and sharing is applied to the various elements of the "three-life space" to explore the integration of the "three-life integration" in the countryside. The new model of development will further improve the level of macrogovernance in rural areas and help the overall revitalization of the countryside.
