上海市政府购买体育公共服务实践及启示

Analysis on the Advantages and Disadvantages of Shanghai Government’s Purchasing Sports Public Service

通过文献资料法等对上海市政府购买体育公共服务的发展历程进行剖析发现:上海市政府在购买体育公共服务的历程中呈现出政府观念、职能转变快,购买内容的数量、质量和效率逐年提高,社会体育供需矛盾有效缓解,市民满意度提升,社会体育资源配置更趋合理以及社会体育组织得以快速发展等优点;同时,存在的问题主要有相关法律法规缺失,专项资金缺位,社会体育组织竞争力不足,从业人员技能有待提高,监评体系滞后等。因此,我国政府购买体育公共服务应在借鉴上海成功经验的基础上进行相应的改革,即加强政府相关部门的交流和学习,促进领导干部执政理念的进一步转变;设立政府购买体育公共服务专项财政资金,拓宽融资渠道;重点扶持培养社会体育组织,加强从业人员培训工作;加强三个"主体"间的信息沟通,提高体育公共服务供给效率;完善相关的法律法规,建立科学的监督评价机制等。

This paper analyzes the advantages and disadvantages of Shanghai municipal government’s purchase of sports public service by means of literature and other methods.It is found that in the process of purchase of sports public service,Shanghai Municipal Government presents the following features:fast transformation of governmental concept and function,year-by-year improvement of quantity,quality and efficiency of purchase contents,effective alleviation of contradiction between supply and demand of social sports,improvement of citizens’satisfaction,and social sports resources,the advantages of more reasonable allocation and rapid development of social sports organizations;at the same time,there are also problems such as lack of relevant laws and regulations,lack of special funds,lack of competitiveness of social sports organizations,skills of employees to be improved,and lagging supervision and evaluation system.Therefore,the paper puts forward suggestions for the reform of the government’s purchase of sports public services:to strengthen the inspection,exchange and study of the relevant personnel of the government departments,to promote the further transformation of the governing concept of the leading cadres,to set up the special financial funds for the government’s purchase of sports public services,to broaden the financing channels,to focus on supporting and cultivating social sports organizations,to strengthen the training of employees,to strengthen the principles of the three"subjects",to improve the efficiency of sports public service supply,to improve the relevant laws and regulations and to establish a scientific supervision and evaluation mechanism,etc.
