Discourse Power of Government in the Construction of International Financial Rules

文章聚焦的是国际金融规则构建中的政府(国家)话语权力博弈问题。从历史上看,国际金融规则构建中的话语权经历了荷兰主导、英国主导和美国主导三个阶段。文章在考察上述各阶段话语权的博弈手段与稳定性状况的基础上,主要结合超级大国美国的话语权主导现实,从金融实力、历史成因和国际传播三个方面解析了其掌控话语权的优势及影响因素;同时,联系新时期国际金融规则的制定中话语权博弈的新特点,提出了中国在参与这一话语权角力时的策略选择。

This article focuses on the game of government(state)discourse power in the construction of international financial rules.Historically,the transfer of discourse dominance in the construction of international financial rules has gone through three stages:the Netherlands,the United Kingdom,and the United States.Based on the examination of the game methods and the stability of the right of discourse in different stages,and considering the reality of the United States′domination,the authors analyze its advantages and influence in controlling the right of discourse from three aspects:financial strength,historical causes,and international communication factor.At the same time,in light of the new features of the discourse power game of international financial rules in the new period,the authors come up with China′s strategy to deal with the discourse power of international financial rules.
