传统文化、外交实践和世界形势重大变化是影响国际关系理论发展的重要因素。“一带一路”实践不仅体现了国际合作的一般规律,也体现出一些新的合作理念、合作模式和合作路径,很多是西方传统的国际关系合作理论所忽视或不能解释的。“一带一路”实践强调合作的平等性、开放性、包容性、过程性、长期性,坚持互利合作,共同发展,超越了西方理论视域下简单的制度合作、同质性合作和利益合作,这些为国际合作理论发展与创新提供了新元素。对“一带一路”实践进行理论凝炼不仅可以更好地彰显中国外交实践,还可以把中国外交实践上升到理论高度,这也是将中国实践转化为世界普遍知识的重要路径。

Traditional culture,diplomatic practice and major changes in the world situation are important factors affecting the development of international relations theory.The practice of BRI embodies not only the general rule,but also some new concepts,models and approaches of international cooperation,many of which are ignored or cannot be explained by the traditional western theories of international cooperation.The practice of BRI emphasizes the equal,open,inclusive,procedural and long-term nature of cooperation,and adheres to the principles of mutually beneficial cooperation and common development.It goes beyond simple institutional cooperation,homogeneous cooperation and interest cooperation from the lens of western theories,and brings new elements for the development and innovation of international cooperation theories.Theoretical generalization of the BRI practice can highlight China’s diplomatic practice while elevating China’s diplomatic practice to a theoretical level,which is also an important way to transform Chinese practice into universal knowledge of the world.
