An analysis of the Regional Conditions of Risk Probability in Constructing the Party’s Leadership System in Ethnic Areas

民族地区地理位置的前置性和地域方位的僻远性使得党的全面领导及其制度体系建设的地缘政治环境会相对不利,经济社会发展的相对滞后性使得党的全面领导及其制度体系建设的基础保障会有所弱化,社会结构的内聚性及由此负面效应衍化而生的保守性和排他性使得党的全面领导及其制度体系建设的艰巨性会有所凸显,文化形态的多样性和差异性使得党的全面领导及其制度体系建设的挑战性会有所增强,宗教信仰的普遍性使得党的全面领导及其制度体系建设的风险性会有所加剧,基层党组织政治功能和组织力不够强以及基层治理不够到位使得党的全面领导及其制度体系建设的政治根基会有所削弱.对于这些可能存在的风险性倾向必须高度重视、认真审视、精准施策,确保民族地区坚持和完善党的领导制度体系科学构建、产生效能.

Both as forward position and remote geographical location embodied in ethnic areas have made the construction of overall political leadership and the establishment of its institutional system over the areas relatively less powerful.Comparatively under developing of its economic society has also weakened the basic guarantee of system construction in overall political leadership and the establishment of its institutional system.The negative effects of conservativeness and exclusivity derived from the cohesion of the social structure have inevitably produced more difficulties to the construction of overall political leadership and the establishment of its institutional system.Meanwhile,cultural diversity and differences have given increasing challenges to construct the overall leadership.In spite of this,the universality of religious beliefs makes the overall leadership of the party and the construction of its institutional system more risky.In addition,insufficient political functions and organizational ability as well as insufficient governance at the grassroots level will weaken the political foundation of the party’s overall leadership and the construction of its system.Therefore,we must attach great importance to,carefully examine,and accurately implement countermeasures to these risky tendencies to ensure that the construction of the party's leadership system in ethnic regions could be adhered to and improved scientifically and effectively.
