面向科学数据监管的高校新型智库建设策略研究--以黑龙江省高校新型智库建设为例

Construction Strategy of New Think Tanks for Universities Facing Scientific Data Supervision--Taking Heilongjiang Province as An Example

【目的/意义】从科学数据监管的角度对高校新型智库建设进行策略分析,强调科学数据在高校智库建设中的重要作用,发挥科学数据的成果转化新形式,以智库产品的形式进行数据传播。【方法/过程】以黑龙江省高校新型智库建设为例,通过文献调研、网络信息搜索和访谈等形式,收集黑龙江省高校新型智库建设基础、现状等数据,探索黑龙江省新型高校智库建设的策略。【结果/结论】提出:"以科技创新为目的"的高校智库服务理念;"以政府和高校政策创新为导向的"的高校智库建设研究;"以学科和学术为导向"的高校智库服务模式;"以协同合作为基础"的高校智库学术交流与学术传播方式的创新;"以数据为基础"的高校智库决策方式的建立。

【Purpose/significance】From the perspective of scientific data supervision, this paper makes a strategic analysis on the construction of new think tanks in colleges and universities, emphasizes the important role of scientific data in the construction of think tanks in colleges and universities, gives full play to the transformation of scientific data into new forms, and disseminates data in the form of think tank products.【Methods/process】Taking the construction of new think tanks of colleges and universities in Heilongjiang province as an example, by means of literature research, Internet information search and interview, the author collected the foundation, status quo and other data of the construction of new think tanks of colleges and universities in Heilongjiang province, and explored the strategies for the construction of new think tanks of colleges and universities in Heilongjiang province.【Results/conclusion】It puts forward the service concept of "scientific and technological innovation as the purpose" of university think tank;the construction research of the construction of university think tank oriented by government and university policy innovation;"subject-oriented and academically-oriented" service mode of university think tank;the innovation of academic exchange and communication mode of "based on collaboration and cooperation" think tank of colleges and universities;the establishment of "data-based" think tank decisionmaking mode in colleges and universities.
