Reform Mode and Practice of Higher Education:Connotation,Dilemma and Innovation

我国高等教育改革模式的变革始终与政府、高校以及社会等多元利益主体之间关系的变革联系在一起。不同时期高等教育改革的任务、主体、方式存在差异,主导高等教育改革的模式也不相同。实践中,高等教育改革过程塑造了科层化、项目式、试点式等较为典型的高等教育改革模式的实现机制,同时也面临改革的悬浮化、内卷化、去规律化等实践困境。关键问题是要结合新时期高等教育发展任务,推进高等教育改革的综合化、法治化和治理化,重构高等教育改革模式的实践框架。

The reform mode of higher education in China has always been linked with the change of the relationship among the multi-interest subjects such as government,colleges and society.There are differences in the tasks,subjects and ways of higher education reform in different periods,the leading mode of higher education reform is also different.In practice,the reform process of higher education has shaped the realization mechanism of typical reform mode of higher education,such as bureaucratic reform,projectbased reform and pilot reform,which also faced with the practical difficulties of suspension,internalization and de-regulation.The key problem is to combine the task of higher education development in the new period,promote the integration,legalization and governance of higher education reform,and reconstruct the practical framework of higher education reform mode.
