On Giving a Full Play to the Key Political Role of Party Organization in Private Colleges and Universities

发挥民办高校党组织政治核心作用是加强党的政治建设的内在要求,是优化民办高校治理结构的客观要求,是提升民办高校治理能力的重要保障。当前,民办高校党组织书记配备基本到位,但党组织政治核心作用发挥受限;党组织参与决策渐成共识,但内容、程序和路径亟待明晰完善;党组织政治核心地位凸显,但党组织监督权的实现尚无保障。发挥民办高校党组织政治核心作用应着力完善党组织书记履职制度,积极探索有利于激发党组织书记履职热情、提升履职水平的长效机制;健全党组织有效参与决策机制,构建党组织"内嵌"于中的民办高校法人治理结构;保证党组织监督权行使,扎实推进民办高校权力制衡和组织效率、办学绩效和政治责任的有机统一。

Party organizations must play the key political role in private colleges and universities.This is not only an inherent requirement of optimizing the governance structure of private colleges and universities but also an important guarantee for improving their governance abilities.The study reveals that the secretaries of the Party organizations in private colleges and universities are basically in place,but the key political role of the party organization is limited;the participation of the Party organizations in decisionmaking has gradually become a consensus,but the content,procedures and path demand clarification improved;the political core position of the Party organizations in private colleges and universities is prominent,but there is no guarantee for the realization of their supervision function.To make sure that Party organizations play a key political role in private colleges and universities,it is a must to perfect the performance system of the Party organizations’secretaries to actively explore a long-term mechanism that is conducive to stimulating their enthusiasm and improving their performance of duties;improve the effective mechanism of the Party organizations’participation in decision-making,and truly build the corporate governance structure of private colleges and universities with the Party organization embedded;guarantee the exercise of the supervision power of the Party organizations,and solidly promote the integration of the power balance and organizational efficiency of private colleges and universities on the one hand,school performance and political responsibility on the other hand.
