社会资本视角下的三社联动困境、原因及出路

Dilemma, Causes and Way Out of the Linkage of Community, Social Organizations and Social Workers from the Perspective of Social Capital

社会资本与三社联动之间有着天然的耦合性,社会资本所蕴含的信任、参与、网络、规范等要素有利于推进三社联动运行,而社会资本的缺失正是三社联动运行中社区居民参与积极性不高、社会组织运营艰难、政府投入决心不大等问题出现的原因。因此,对于三社联动的困境,可以从创新党建引领、培育社区组织、优化服务项目、构建法治社区四个方面着手培育社会资本,引领三社联动。

There is a natural coupling between the social capital and the linkage of community, social organizations and social workers. The trust, participation, network, norms and other factors contained in social capital are conducive to the promotion of the linkage of community, social organizations and social workers. The lack of social capital is the reason for the lack of residents’ participation in the linkage, the difficulty of operating social organizations, and the weak government investment. Therefore, in view of the dilemma in this respect, we can cultivate social capital from the four aspects of innovating the leadership of Party building, cultivating community organizations, optimizing service projects, and constructing a law-based community, in order to promote the linkage of community, social organizations and social workers.
