亚布力滑雪旅游度假区建设困境的政府、市场及制度性思考

Government,market and system thinking on the construction dilemma of Yabuli Ski Resort

探究亚布力滑雪旅游度假区的建设困境有助于创新我国滑雪资源的开发模式,形成建设滑雪旅游度假区的新思路,从而推动区域滑雪产业优化发展。通过实地调查、文献资料等研究方法对亚布力滑雪旅游度假区的建设困境、成因、政府退出方式和支撑性制度环境进行了判断。研究认为:亚布力滑雪旅游度假区的建设困境由来已久,突出体现为建设目标转为发展目标的低效性,多主体运营博弈的错位性和高成本低收入的非规模性效益;其成因源于政府偏好过大和制度性限制,归根揭底因没有理顺滑雪资源的产权关系,而政府退出其运营是必然;制度性突破则需以完善滑雪资源产权制度为基本条件,以有效供给相关政策规划为引导平台,以全力建设滑雪市场监管制度为持续保障。

Exploring the construction dilemma of Yabuli ski resort will help to innovate the development mode of ski resources in China,form a new idea of constructing ski resort,and promote the optimization of regional ski industry.Through field investigation,literature and other research methods,this paper made a judgment of the construction dilemma,causes,government withdrawal methods and supportive institutional environment of the resort.It is concluded that the construction of the resort has a long history of difficulties,which is mainly reflected in the inefficiency of the transformation from construction goals to development goals,the dislocation of multi-agent operation game and the non-scale efficiency of high cost and low income;it is due to the excessive preference and institutional restriction of the government,and the ultimate reason is that the property right relationship of skiing resources has not been straightened out,so it is inevitable for the government to withdraw from its operation.Institutional breakthroughs should be based on the improvement of the property rights system of ski resources,the effective supply of relevant policy planning as a guide platform,and the construction of a ski market supervision system as a sustainable guarantee.
